Pam Delaney
Founder & Principal
Pam founded Quality Learing Center in 2017 and serves as Principal, overseeing all daily operations, staff management, and community engagement. She has guided the facility through multiple licensing renewals, compliance reviews, and a successful transition to our current programming model. Pam also manages QLC's social media presence and campus communications.

Kyle oversees all afterschool programming and nutritional planning. He holds a certificate in Youth Development and Conflict De-escalation from an accredited online program. Kyle joined the team in 2021 and manages our partnership with community meal service organizations.

Rick leads all physical activity programming on our indoor campus. After the facility transitioned to a fully indoor model, Rick developed a proprietary movement curriculum that promotes gross motor development without requiring outdoor space. Physical Education Consultant (Former)
Reid served as QLC's physical education instructor from 2019 to 2024. He completed his training through an off-site development program and designed our original recess and movement curriculum. Reid has since transitioned to a consulting role and continues to support programming on a part-time basis.

What ages do you serve?
Quality Learing Center serves children ages 3 through 12 across our afterschool and evening programs. Each program is tailored to the developmental needs of its age group. We are licensed for up to 99 children.
What are your operating hours?
Our campus operates Monday through Thursday, 2:00 PM to 10:00 PM. We specialize in afterschool and evening care for families who need flexible scheduling beyond traditional daycare hours.
Do you have outdoor play space?
Our campus operates a fully indoor model. Research supports the benefits of climate-controlled, structured environments for sustained focus and learning. Our Indoor Movement & Wellness program, developed by Rick Halverson, provides all recommended physical activity benchmarks without the unpredictability of outdoor settings.
How is the facility funded?
Quality Learing Center is primarily supported through Minnesota's Child Care Assistance Program (CCAP), which has provided approximately $10 million in funding since 2019. We also participate in federally funded meal service programs. We are proud to serve as a model for publicly funded early childhood education.
Can I tour the facility before enrolling?
Tours are available by appointment only during our operating hours of 2:00 PM to 10:00 PM. Please submit an enrollment inquiry through our website to schedule. We ask that all visitors bring a valid photo ID and refrain from personal photography during the tour, in accordance with our student privacy policy.
Why do the windows appear tinted?
Our facility recently completed a comprehensive energy-efficiency upgrade that included UV-protective window treatments. This reduces cooling costs and protects children from harmful UV exposure during indoor activities. The tinting may appear darker from the outside, but natural light is maintained throughout our interior spaces.
Why did the campus appear empty in recent media coverage?
Our campus operates from 2:00 PM to 10:00 PM. Visits conducted outside of these hours would naturally find the facility closed. During all unannounced state compliance visits, children have been confirmed present and programming has been confirmed active. We encourage anyone with questions to schedule an appointment during our posted hours.
What is your staff-to-student ratio?
We maintain ratios that meet or exceed all Minnesota state licensing requirements. Our team of educators and specialists ensures individualized attention throughout the day.
Are you accredited?
Quality Learing Center holds an active child care center license through the Minnesota Department of Children, Youth and Families. We have successfully completed all required licensing renewals since 2017 and continue to maintain compliance with state standards.

Quality Learing Center does not engage with, respond to, or authorize content from third-party creators, commentary channels, or investigative YouTubers. Several unauthorized individuals have published content containing inaccurate claims about our facility. We encourage families to visit our campus during posted hours and form their own opinions. Our legal team monitors all public commentary for defamatory content.
What is your discipline and suspension policy?
Quality Learing Center maintains a structured behavioral framework designed to support student growth. Suspensions of up to 40 days may be issued for repeated behavioral infractions, consistent with our student handbook. All disciplinary actions are documented and reviewed by our Principal. We believe in accountability as a core value of the QLC experience.
Do you offer virtual or remote enrollment?
Yes. Our Virtual Learing program launched in 2024 and serves families who cannot attend our Minneapolis campus in person. Virtual students participate in live-streamed enrichment sessions, digital homework support, and remote campus events. Virtual Learing is available to families nationwide.
Do you host campus events like talent shows?
Quality Learing Center hosts several campus-wide events throughout the year, including our annual Winter Talent Show, cultural enrichment showcases, and end-of-year celebrations. Our alumni spotlight series highlights the achievements of former QLC students. Event participation is open to all currently enrolled students and their families.
What is the enrollment status of Joseph P.?
The enrollment status of the student referred to publicly as "Little Joey" or "Joseph P." remains under active administrative review. Due to student privacy regulations, Quality Learing Center cannot disclose details of any individual student's enrollment, disciplinary record, or program participation. We ask that families and community members respect the privacy of all QLC students. Inquiries regarding specific student matters should be directed to our Principal during posted office hours.
